The public library needs to create an environment that will sustain its strengths and redirect and grow its resources in response to changing information needs and increasing expectations the plan process for strategic directions. It also tries to fulfill its mission and vision of universal access to universe of ideas.

Public Libraries contribute to the success of our growing diverse community; serving its information, learning, leisure and cultural needs in a welcoming and safe environment. Public Libraries offer a world of discovery for the young child learning to read, the student researching a class project, or the senior being introduced to a new hobby. With an extensive schedule of original programming for children, teenagers and adults, there is an opportunity to learn and grow every day.

Knowledge transfer is of great significance to the library, the construction of knowledge sources is a prerequisite. The academic Library has the responsibility of service teaching, research, and also to shoulder the responsibilities of service to the community. With the introduction and application of advanced equipment and technology there has emerged the Digital Library a digital information system, which integrates computers, networks, communications, information processing and other new technologies and new means will be dispersed in various carriers, different locations of information resources to digitally store, distributed information management to achieve the world’s information and resource sharing. The recent development has resulted in virtual collection to represent the direction of the Library; it has the characteristics of virtual, shared, dynamic, diversity, dependence.

With the rapid development of information and communication technologies (ICT) in the society the growth in the availability, accessibility and sharing of information and quality of the information has taken major place allowing relatively easy process than ever before. Information and communication technology plays a crucial role in organization of knowledge, both in order to enable sharing, collaboration, categorizing, and dissemination and storing of knowledge which can later be retrieved and accessible as meaningful across different contexts (Mathew 2009).

Education aims to impart knowledge and makes good citizens. Libraries are the repositories of knowledge and form an integral part of education (Mahajan, 2005). Thus, Education and library services are the two faces of a same coin. Academic libraries are considered to be the nerve centres of academic institutions, and must support, teaching, research and other academic programmes.

Libraries have a long history, starting with the chained and closed access libraries of earlier times to the present day hybrid, digital and virtual libraries that use the latest technology for provision of information through various services. Accordingly, the role of librarians has also changed from storekeepers who were concerned with protection of books against theft, mutilation and pilferage, to that of information officers, navigators, and cybrarians who find themselves in the vast ocean of reading material and are busy in satisfying their clients who want any time and any where information.

Citation and ranking information are becoming key aspects of information management in academic and research institutions. By examining changing user needs and products, this paper aims to encourage information professionals to better understand and manage these resources and better respond to user needs. This paper presents a case study comparing citations features of three popular citation analysis tools i.e. Scopus, Google Scholar and Web of Science. In addition, the paper presents a brief overview on purpose, importance & type of citation analysis.

Citation counts provide researchers and administrators with a reliable and efficient indicator for assessing the research performance of authors, projects, programs, institutions, and countries and the relative impact and quality of their work. The use of citation counts for evaluating research is based on the assumption that citations are a way of giving credit to and recognizing the value, quality, and significance of an author’s‘.

The paper attempts to explore the impact of electronic media on reading habits of one hundred twenty five faculty members of BLDE college of engineering, Bijapur and highlights the use of different type of electronic media. It is observed that there is no association between sex and type of electronic media used. It also finds that the faculty members use e-resources mainly for promoting reading habits (41.6%), enhancing the general knowledge (30.4%), analyzing research project (63.2%) and analyzing the research data (55.2%) presentations and project works. Further it is found that electronic resources have made the great impact on reading habits of faculty members (74.40%). It has been suggested that Library staff must adopt modem library organizational framework for maintenance and preservation of the electronic documents.
